Intense rain is creating runoff from the prevailing property (3220) into our yard and the neighbors yard (further downhill - strong sewer smell). Irresponsible party left bins by curb, now the full recycle bin is on its side spilling contents into ROW. This is a chronic problem in rentals. Do nothing renters/owners/managers should face elevated fines for littering when we have very capable and reasonably priced municipal trash collection. Yes, I am an angry old man. :) |
