Regarding #213613 and some others that would be time consuming for me to find. - The city's approval of the 2024 high-density redevelopment on the 300 block of N. Jefferson Street has created a severe, entirely predictable neighborhood parking crisis that requires immediate action, not bureaucratic delay. By transitioning this corridor to RM zoning in 2021, the planning department allowed small single-family homes to be replaced by massive multi-room apartments, skyrocketing the local population from roughly 20 to over 80 residents. Because the rear parking lots are fundamentally inadequate for this density, the city is now dragging out on-street permit authorizations while claiming to "look at the issue." This gridlock is unacceptable. Rather than stalling, the city should immediately coordinate with Indiana University to absorb this student-driven overflow. We suggest requiring or incentivizing the residents of these new complexes to utilize IU parking permits for the nearby Eigenmann Hall parking lot, which sits just a block away, effectively shifting the vehicle burden off neighborhood streets and onto the campus infrastructure designed to handle it. |

This Silver Toyota Camry has been parking in the handicap parking out front of building 504 at the Village at Muller Park for a few weeks now and I have just now learned from the owner that she is not disabled and is “borrowing” the tag from someone so she always has good parking. I am requesting an inspection of the property at 1800 S. Walnut Street, Bloomington, Indiana, where approximately 63 used/discarded tires are currently being stored outdoors on the grassy area behind the automotive repair facility.
The tires are being stored uncovered and directly on the ground/grass, with numerous tires positioned open-side-up. Several tires are stacked together while others are scattered individually around the area. Based on their condition and the manner in which they are being stored, I am concerned that these may constitute discarded or waste tires rather than properly stored usable tire inventory.
I am particularly concerned about the potential for the tires to collect standing rainwater. The open tires can act as containers for water and potentially create breeding habitat for mosquitoes and other disease vectors. The tire pile is also located immediately adjacent to a wooded/vegetated area and a creek/drainage corridor, which raises additional concerns about rodents, insects, snakes, and other wildlife using the tire pile for shelter or nesting.
The accumulation is also located very close to neighboring business property and appears to be immediately adjacent to the creek/drainage area. I am requesting that the City determine whether the storage area complies with the Bloomington UDO provisions governing vehicle-repair uses and outdoor storage of discarded tires/materials, as well as any applicable riparian-buffer, drainage, stormwater, floodplain, or environmental requirements.
I am also requesting that the City evaluate whether the manner in which these tires are being stored creates a nuisance, fire hazard, mosquito/vector concern, or other health or environmental concern, and whether the property owner/operator is required to remove, relocate, cover, or otherwise properly manage the tires.
I have photographs documenting the current condition and location of the tire accumulation.
I am not asking the City to assume that the tires are waste tires; I am requesting that the appropriate department inspect the property and make that determination based on the applicable Bloomington and Indiana requirements.

Subject: Urgent Safety, CPTED Failures, and Operational Chaos at Downtown Bloomington Transit Station
As someone who has relied on Bloomington Transit for decades, I am watching the new station rapidly deteriorate and fall into a severe state of decline. I am submitting this ongoing safety report regarding the downtown station during early morning, late evening, and weekend transfer times, where paying riders face persistent threats, intimidation, and sexual harassment from non-riding groups who have become territorial over seating and facilities.
Key Issues Requiring Immediate Action:
Environmental & Operational Failures (CPTED Violations): The station completely fails basic Crime Prevention Through Environmental Design (CPTED) principles. Even while active bus operating hours are underway, the main building is locked and supervision is nonexistent. Furthermore, because the station doubles as an unmanaged heating and cooling shelter, it creates severe crowding and confusion; during extreme weather, paying bus riders are left with nowhere to sit or shelter. This is all compounded by surrounding darkness, physical decay, hidden alcoves, and dark alleys.
The Circular "Pass-the-Buck" Bureaucracy: Bloomington Transit instructs riders to call 911, while 911 dispatch tells us to "just keep calling." When police are involved, they dismiss ongoing daily harassment as a "civil matter." When I took this up the chain, the deputy mayor gave me a cowardly shrug and passed the buck right back to Transit, ignoring the fact that I had already tried the police route with zero results.
The Irony of the "Unskilled" Workforce & Taxpayer Betrayal: Groups of non-riding men are growing larger, visibly outnumbering women in the mornings, evenings, and weekends. Because low-income hospitality workers and working women have predictable schedules, they are easily targeted. There is profound irony in expecting workers in low-wage, "unskilled" jobs to act as the city's default, crisis-trained 911 buffer. The city has abandoned both transit riders and individuals desperately needing mental health services onto the exact same unmonitored platform—forcing two competing, incompatible services onto city-owned property that I am both taxed for and paying bus fare to use.
Transit users are here to ride the bus safely, not to manage the fallout of unaddressed social service deficits or a "we can't arrest" policy. Bloomington Transit was not designed to double as an unsupported social services hub without oversight. I expect a concrete safety plan for this station, not another bureaucratic deflection.
The police were there again this morning for non bus commuters, and I will not stop reporting this. |

So, not actually graffiti but wasn't sure where to direct and it will be a similar power washer cleanup. On the brick sidewalk directly across the street from Showers someone poured white paint/mortar/??? down the storm drain and got it all over the brick sidewalk. I was hoping the recent rains would wash it off but no such luck. Thanks! |
