Car is parked on N/S alley that is adjacent to eastern-most edge of parking lot in back of house. Car is dark-colored VW Jetta, NJ license plate C31-NHT. |

The sidewalk crossing the bypass is not cleared. Pedestrians cannot access the crosswalk signal to safely cross, and people are walking in the road on this busy intersection. |
