Our property is having an issue with this grate filling up and backing up into the lower level of the property into the basement garage and flooding inside. The grate is not on the street but on a portion of the grass area between the 2 houses.

| Bloomington, IN | closed | Other | I have at least 3 broken wires dangling from a utility line to near ground level in my back yard. I've had ATT and Comcast out, both either blame the other or claim the line belongs to my neighbor and they can't do anything to it without the neighbor's permission. Again, they're broken wires. They don't go anywhere. The utilities are just ignoring them and making excuses. Does the city offer me any options here?
