Bloomington, IN	Street & Traffic Signs	open	You currently have 2 police cruisers hiding at the intersection of E Allendale and S Westminster pulling people over for rolling through the stop signs on E. Allendale. The reason everyone rolls through those stop signs is because it's a stupid place to have a stop sign. It's widely understood in traffic engineering that when the majority of drivers disregard a speed limit or traffic device, the speed limit or traffic device is the problem. I'm requesting a traffic study to determine whether stop signs are appropriate on E Allendale and consistent with the MUTCD. There should be a stop sign for traffic approaching Allendale from S. Westminster, but there should be no stop signs on E. Allendale. I am certain a traffic study would bear this out and we could quit wasting police officer's time pulling drivers over for committing traffic "infractions" that are entirely safe. The MUTCD explicitly states "YIELD or STOP signs shall not be used for speed control" (MUTCD 2B.06 para 06) MUTCD Section 2B.11 states: Minor Road Stop Control Guidance: 01 Stop control on the minor-road approach or approaches to an intersection should be considered when engineering judgment indicates that one or more of the following conditions exist: A. A restricted view exists that requires road users to stop in order to adequately observe conflicting traffic on the through street or highway. B. Crash records indicate that: 1. For a four-leg intersection, there are three or more reported crashes in a 12-month period or six or more reported crashes in a 36-month period. The crashes should be susceptible to correction by installation of minor-road stop control. 2. For a three-leg intersection, there are three or more reported crashes in a 12-month period or five or more reported crashes in a 36-month period. The crashes should be susceptible to correction by installation of minor-road stop control. C. The intersection is of a lower functional classification road with a higher functional classification road. D. Conditions that previously supported the installation of all-way stop control no longer exist. It is concluded that traffic control devices should be installed only where they are reasonable, and they should not unduly restrict the motorist. If high violation rates are observed, it is an indication the control device is not being properly applied by the traffic engineer or there is a lack of driver understanding. Bloomington, IN	Animal Control & Neglected Pets	open	28Aug. Second report. Repeat issue with 1203 S Fess neighbor trespassing or allowing dogs to trespass and leaving dog waste. See image. Shorter cut grass is my yard. Longer grass theirs. I’m pretty sure my actual property boundary extends a few more feet but I’m told by landlord to consider the utility pole the boundary. Dog waste was not removed. Additionally this child struggles to control dogs on a leash, especially multiple dogs at once. Other dog walkers on the street are ambushed and the child is pulled into the street. Risk of bites and other injuries. I can’t offer recorded evidence of this but sharing in the event that preventative support may be provided.		about 8 hours ago

The last two to three weeks Truck in the street expired plates parked in the street, a car in the street on a jack no tire. Bloomington, IN	Street & Traffic Signs	open	We would love a couple speed bumps along South Madison st. Every day between 4:30-6:30 or whenever the Rogers and Country Club/Tapp intersection gets congested we get several yahoos ripping through here skirting that intersection. This is a pretty kid and family area. People of all ages are often outside riding bikes, walking dogsor whatever and it's not rare for someone to rip through here approaching 50mph. Even 35 on this small quiet street is excessive. I suppose this has been going on always but today I was nearly hit by a car going way too fast and blowing through the stop sign at Madison and graham. I know city stuff can be glacial in the best if days, but it's really getting out of hand now that students are back and traffic patterns have reverted away from our summer driving routes.		about 9 hours ago
