Blocked Driveway & Illegal Parking

The daily blue car that blocks a two way No Parking Anytime alleyway. The first picture is a car attempting to squeeze by. Mine is too big. I have to drive around the block and back down to my garage which is 20 yards from the parked car. This is too much. When can something be done about this?
