Thieves at the Muni bus 38R. I take 38R daily to work and during the past week saw a group of two people try to open passengers' backpacks and handbags. I was able to take one person picture from the thieves group. They usually are at the 38R at the rush hours. 8am to 8:30am and 3pm to 5:30 pm
