Abandoned Vehicle (on Street)

1300 block of Douglas. Blue Chevy truck license plate 2506685 parked in front of my house for several months. The truck never moves and the tires are going flat. The truck and trailer that is attached to the truck are both piled high with garbage. How can I get this moved from in front of my house?
