Illegal Dumping

Has tons of wood and yard waste, bagged/loose trash in the backyard as well as lots of things stored under the porch. Neighbors worried about this attracting rats and just generally looking very bad. All these issues visible at the back of the property. Caller says the hedges are 5ft tall so it may be hard to see past them but there is *no* privacy fence obstructing the view.
