Parking on Unimproved Surface

The alley is an unimproved surface and is intended to provide access to the properties; it is not a designated parking area. Our neighbors have been parking vehicles along the side of their house within the alley, which is making it difficult for us to safely pull out of our driveway and is also preventing larger vehicles from passing through the alley. We are concerned that the current situation could interfere with access for larger vehicles, including emergency or service vehicles.
