Blocked Sidewalk

Handrails to an apartment building protrude onto the sidewalk. My last report received some bs response that it was required by building code and I'll make a side bet that the building code does not allow intrusions into the sidewalk. So I'm complaining again and looking for the correct response, which is not to ignore this situation. I would also note that similar handrails on the interior drives of this development do NOT encroach on their private spaces as they do onto this public sidewalk.
