Debris Removal (Sand, General Street Debris)

The intersection at Covenanter Drive and College Mall Road has a lot of gravel on it right now, mainly from what I saw on the east side of the intersection, in the lane of travel and crosswalk on Covenanter east of the lanes of College Mall. This spot is covered in sand and gravel after most rain storms it seems. I report this as a hazard for cyclists frequently. It also creates a hazard for vehicles not getting traction. The first issue is this needs cleaned up now, but the bigger issue is looking into the root cause and maybe there is a way to divert some water flow or clean up some gravel pit nearby to prevent this from being an ongoing issue?
