Caller to HAND wants to remain anonymous. Reports that neighbors' (they are renters) trash & recycling is consistently overflowing the bins and blowing downhill through the neighborhood. Caller has tried talking to the tenants in the past. He wants to make sure that a citation does not go to the incorrect address since the newly moved in tenants are not responsible for the trash.
