Man shouting and moaning for hours outside in alley between two buildings. Screaming. Sounds sick and disturbed. Screaming. Very disturbed. Bad words. Keeping everyone in building awake with no consideration for babies sleeping. Please help. He has been doing this for hours now. Please.
